Program Manager of the IEWP Program, Research Environmental Engineer, ERDC
Damarys Acevedo-Acevedo is a research environmental engineer and the interim program manager for the Installation Energy and Water Plan (IEWP) Program in the Environmental Laboratory at the U.S. Army Engineer Research and Development Center (ERDC) in Vicksburg, Mississippi. Mrs. Acevedo-Acevedo began her career with ERDC in 2008. She conducts research and development (R&D) on new approaches related to ecosystem restoration, sediment management, and water resilience, and introduces novel approaches to existing procedures and protocols. As a research environmental engineer, she has provided engineering expertise to cover a broad spectrum of projects including: treatment technologies for sediments, soils, and water, dredged material evaluations, capping of contaminated sediments, beneficial use of dredged material, design for confined disposal facilities (CDFs), coastal vulnerability, ecosystem restoration, thin layer placement of dredged material, and development of IEWPs. She serves as the principal investigator (PI) and co-PI for multiple projects, and currently manages the Installation Energy and Water Plan (IEWP) Program.

Ms. Kelly Olson is the Director for Installation Master Planning in the Office of the Deputy Assistant Secretary of War for Infrastructure Modernization and Resilience. She works on policies, programs, and tools that advance installation master planning, resilient infrastructure, and military construction efforts across the DOW portfolio. She previously worked for the US Army Corps of Engineers on construction megaprojects, where she specialized in sustainable design and construction. She graduated from Stanford University with a master’s degree in Civil and Environmental Engineering, is a licensed professional engineer, and is a LEED accredited professional.

Ricqui Brager is currently a Planner and Project Manager in the Master Planning Section of Regional Planning & Environmental Center, for U.S. Army Corps of Engineers – Fort Worth District. Ricqui has been in this role since June 2021, supporting master planning efforts for installations CONUS and OCONUS, and in-house projects as a technical planner and facilitator. Ricqui earned her bachelor’s degree in Architectural Studies from the University of Texas at Austin and earned her master’s degree in City and Regional Planning from the University of Texas at Arlington. Matt Brown, S.E., a Licensed Structural Engineer in nine states. He has 20 years of design experience and even longer experience in the preparation of construction drawings.
Matt is a graduate of Lawrence Technological University (Southfield, MI) with two bachelor’s degrees (B.S. Architecture, B.S. Civil Engineering) and a masters degree in Civil Engineering with emphasis on Structural.
After an internship with the U.S. Army Corps of Engineers Great Lakes Division, Matt was later employed for 9 years at the structural software company: RISA Technologies. At RISA he taught accredited courses on structural modeling and design, provided high level technical assistance on difficult structural problems, and provided guidance to RISA developers on how to implement new structural codes and features. This led Matt to become one of the most recognized structural software experts in the industry.
In 2013 Matt started Newport Structural Design, Inc. as a way to do some extra structural design work on nights and weekends. Demand for his services quickly grew and by 2017 he left RISA to grow the company which now employs three engineers. During this time Matt has gained expertise in many different structure types, and his expertise is especially sought after for large airplane hangars in high seismic regions, and the design of the world’s largest shiplift structures. As he continues to gain knowledge he enjoys sharing that knowledge with his fellow structural engineers by offering personal training and consulting on a variety of analysis and design topics.

Daniel E. Bush, RA, is a licensed architect with over 35 years of experience designing and executing projects for private sector clients, the Department of Veterans Affairs, and the Department of War. Mr. Bush currently serves as the Program Manager for the USACE Center of Standardization for Aircraft Maintenance Facilities (Vertical) with primary duties of developing and implementing standards and criteria for US Department of the Army Aviation facilities across the globe. In addition to US Army facilities, Mr. Bush has consulted with other DoD services and partner nations in developing standardized designs and criteria.
He is a graduate of Georgia Institute of Technology and Louisiana Tech University.

Ms. Chapman is the Encroachment Risk Management and Mission Sustainment SME in the Comprehensive Planning Division of the Air Force Civil Engineer Center. From 2018-2023 Traycee served as the Installation Community Planner and Community Partner Liaison at Tyndall AFB where she was instrumental in the Recovery and Rebuild of the “Installation of the Future” and the F-35 Beddown. Ms. Chapman served as a US Army Corps of Engineers Senior Plan Formulator, Urban Waters Federal Partnership Program Ambassador, and is a USACE Planning Associates Program graduate. Ms. Chapman's private sector experience includes community development lending, housing, and mixed-used development. She holds a Master of Urban and Regional Planning degree from Alabama A&M University and is a Certified Economic Development Finance Professional. Mr. Seth Cutler has 12+ years of experience in the Office of the Secretary of War, where he is responsible for programmatic oversight and policy development affecting the cradle-to-grave life cycle for the Department of War’s worldwide facilities and facility related services, including structural engineering, facility planning, design, project and program management. He started his federal career at the Naval Facilities Engineering Systems Command, working ten years at both the installation and headquarters levels. J.C. Douglass has served as Master Planning Lead for the Shipyard Infrastructure Optimization Program (SIOP) at Washington Navy Yard since 2021. SIOP is a holistic investment plan to update the infrastructure and industrial plant equipment of the nation’s four public shipyards. Mr. Douglass served as a senior planner at NAVFAC Atlantic from 2018-2021, as part of the Facilities & Infrastructure Integrated Product Support Program, providing planning support for new platforms. Prior to joining civil service in 2017, Mr. Douglass worked in the private industry for 15 years providing planning, geographic information systems services, sustainable design, and environmental services in the architecture and engineering sector.

Angela Dupont is the Deputy Director in the Long-Range Planning Division at the National Capital Planning Commission, the federal government’s central planning agency. Over the past 13 years, she has worked on an increasingly complex portfolio of projects, including comprehensive planning, capital investments, commemoration, and special initiatives that seek to protect federal properties and interests in the nation’s capital. Previously, she worked as a National Environmental Policy Act Specialist contractor for the U.S. General Services Administration. Some of Stephanie's most recent work includes managing a partnership with District and federal government agencies on planning for the future of the southwest federal center, a 240-acre enclave of underutilized, primarily historic federal properties located south of the National Mall in Washington, DC. Marc Gazda is a program manager at ULI Washington, leading the Technical Assistance Panel (TAP) program, among others. He is an urban planning and design professional with a decade of experience and a lifelong commitment to actualizing equitable and sustainable futures for cities across the globe. He has lived in Washington, DC since 2017 and has led planning initiatives at ULI Washington since 2023. ULI Washington - the District Council of the Urban Land Institute (ULI) that serves the National Capital Region - is one of ULI’s largest District Councils worldwide with over 2,000 members and has a primary focus of influencing local land use policy. Marc convenes public and private sector members and stakeholders to collaboratively chart the course for the Region’s growth. Before occupying his current position at ULI, Marc operated an independent urban design practice, including a tenure as the Town Architect of Porta Norte, Panamá from 2016 to 2017. Marc received a B.Arch from the University of Notre Dame with minors in Historic Preservation and Energy Studies, as well as a Master’s of Urban and Regional Planning from Georgetown University.

Melissa Lindsjo is an urban planner in the National Capital Planning Commission’s Long Range Planning Division. She leads the Public Space Security Initiative, Memorial and Museums Master Plan update, and supports updates to elements in the Comprehensive Plan for the National Capital including the Workplace Element. Prior to joining NCPC, she worked as a senior planner with Loudoun County focusing on transit-oriented development. Before that Melissa worked as a fiscal/economic analyst with a consulting firm and as a senior planner with the Maryland-National Capital Park and Planning Commission. She currently teaches a course with LCWS, titled “The Symbolic City” and serves on the board of the APA National Capital Area Chapter. Dr. Loomis has extensive experience in federal planning, architecture, sustainability, and resilience planning with plans at a range of scales from strategic agency-wide plans to real property master plans to area development plans at installations/campuses worldwide to individual building projects with the Department of Defense (DoD), Department of Homeland Security (DHS), General Services Administration (GSA), and National Institute of Science and Technology. She served as an advisor to the National Science Foundation for the rebuilding of McMurdo Station in Antarctica. Her designs can be linked to over 52 design awards.
Dr. Loomis served in senior leadership positions with the largest federal facility and land holding agencies including the DoD, GSA, and DHS culminating as the Executive Director for the Coast Guard’s Shore Infrastructure Logistics Center responsible for over 40,000 facilities at over 2,000 sites as well as engineering, environmental, planning, real property, contracting, vehicles, and aids to navigation.
Dr Loomis served as a primary author for the Department of Defense’s (DoD) Unified Facilities Criteria (UFC) for High Performance and Sustainable Building Requirements (1-200-02) and a contributor for the UFC for Master Planning (2-100-02) and the Federal High Performance Sustainability Guiding Principles. She is a licensed architect and certified planner. She served on active duty in the U.S. Air Force (USAF) for six years and in the USAF Reserves for 24 years retiring at the rank of Colonel. She is the author of numerous articles on federal planning, architecture, and sustainability and a contributing author to the book, Building the Local Economy: Case Studies in Economic Development with a case study on local community economic development following Base Realignment and Closure. Dr. Loomis is a fellow of the American Institute of Architects (FAIA), a fellow of the Society of American Military Engineers (FSAME), and a member of the American Planning Association and AICP certified. She served on the SAME National Board of Directors, the AIA National Board of Directors, and the AIA National Strategic Council.

Will Seemiller is a junior undergraduate student in the Community & Regional Planning program at Iowa State University. He is originally from St. Louis, Missouri, and expected to graduate December 2026. At Iowa State, the CRP undergraduate program is relatively small compared to other majors, but the culture is tight-knit and passionate. All of this experience has sparked motivation in Will to educate his peers about the field of city planning, and extend opportunities related to his own interests to as many people as possible, so that they could also potentially find value in working in planning.
Will is currently set to work at Cushman & Wakefield in their 2026 Portfolio Services summer internship program, where he will be excited to learn more about everything involved real estate development, and how planners are involved in privatized fields. Will is also currently involved in a housing assessment studio for the town of Red Oak, Iowa, where collaboration with community members and the city manager can teach everyone about the governmental process of town planning, and can hopefully result in improvements of quality of life for the community members. Will became attracted to city planning because of the diversity of work and experience you can gain, as well as the positive impact you can hope to make upon your community. Will is excited in this role to extend knowledge of the field of federal planning to other students and to be a part of the APA Federal Planning Division as the student representative!
